ROLE of the POSITION IT Manager In University Police Services

University Police Services is conducting a recruitment to provide comprehensive information technology (IT) support including systems design, IT project management, IT access & security, software licensing, process analysis and improvement, and communication and network support. This position is expected to perform the duties outlined with a level of autonomy and discretion, utilizing critical thinking and best judgement as it relates to industry standards and best practices. This position will serve as the back up to the Assistant Director and provide support to the Assistant Director as it relates to strategic planning, innovation, and industry advancements to further elevate University Police Services' technological services and supports.

This position is expected to streamline processes and ensure the adoption of technology solutions and standards that align with organizational objectives in support of University Police Services mission. The incumbent will manage multiple projects and collaborate with internal agency members, regional and state agencies, and the university community at large to deliver and support a wide range of public safety technology solutions. The incumbent will collaborate with department personnel with respect to long-range planning and budgeting for technology projects. The Technology Specialist must also demonstrate a commitment to service as an organizational value and be able to assist staff in reflecting the value of service in public safety activities.

The incumbent will need to adhere to state and federal regulations governing University Police Services Southern Command IT services.

The primary duties of this position are to manage servers in a Microsoft Active Directory environment; manage network connections within the UNLV campus and external connections; mange the security of the computing environment which includes the servers, desktop computers, external networks and physical security; and participate in periodic security audits, including NCIC, NCJIS, NSHE, and institutional cybersecurity audits.

The position will also identify, implement, and manage mission critical systems, including but not limited to network connections, system applications, servers, computers, body worn cameras, and surveillance cameras; conduct work flow analysis to automate systems and procedures; develop integrated solutions to address complex business processes, technical issues and risks; oversee compliance and audit requirements, security policies and best practices, and system capabilities; analyze, recommend, configure and evaluate new systems to improve the effectiveness and efficiency of patrol and dispatch operations; monitor metrics, key performance indicators, and assessment strategies to evaluate performance, guide decisions, and improve services.

This position will identify the scope of a project, requirements, budgets, develops schedules/timelines, creates and maintains standards for Police Service and University-wide systems; collaborate with both internal and external entities to develop project scope, requirements, budgets, milestones, and timelines for campus-wide or regional public safety projects; provide leadership over assigned projects or serve as a key team member providing technical expertise where appropriate; management of technical projects related to Police Services, ensuring that projects are properly defined and executed; standards are developed and maintained to ensure quality, continuity and dependability for the technology based security systems; and coordinate with other departments, vendors, and law enforcement agencies as part of a team to implement effective crime prevention measures and assist with crime prevention through environmental design (CPTED) related assessments.

This position will research best practices and regulatory changes affecting public safety services, communications, systems, and technologies; develop and deliver comprehensive client education and training on technology systems to all personnel within University Police Services; conduct audits of system logs and other monitoring data sources periodically to ensure compliance with federal, state, and NSHE requirements; listen to others and understand their needs; solve problems; demonstrate an eagerness to help; exhibit a professional disposition; be approachable, respectful, and team-oriented; take ownership of inquiries and assignments; provide timely updates and be familiar with the basic operations of university in order to collaborate and better serve constituents; effectively manage vendor relationships and resources ensuring adherence to standards and delivery against contractual commitments; track and account internally for all Police and IT technology; and identify and prioritize all technology purchases and obtain quotes to submit purchase requests.

University Police Services, Southern Command, is a full service category I law enforcement agency that serves the University of Nevada, Las Vegas, the College of Southern Nevada, the Desert Research Institute and Nevada State College. The department consists of 163 employees and has responsibility for the public safety needs of 80,000 students, faculty and staff over an 800 square mile service area. Law enforcement operations consists of 80 full and part time sworn peace officers, a full service 9-1-1 Center, K-9 operations; emergency management operations with a fully functional EOC and oversight of major special events hosting more than a million visitors a year to various events.

We operate 24 hours a day, 365 days a year and are the providers and/or coordinators for all emergency services on campus. MINIMUM QUALIFICATIONS For IT Manager In University Police Services

Bachelor's Degree in Information Technology/Computer Science - or five (5) years of increasingly responsible professional experience managing information technology systems, two (2) - five (5) years of direct Information Technology operations experience, and two (2) years of IT project experience solving complex technology issues.

PREFERRED QUALIFICATIONS For IT Manager In University Police Services

Related Experience:

Proven expertise in the field of law enforcement training and de-escalation, experience teaching and coaching member of law enforcement, experience working with diverse populations, program management, program development, curriculum development and evaluation.


Must have the following:

  • A valid Driver's License or the ability to obtain one within one month.
  • Successful fingerprinting / background check.

Preferred Qualifications

  • 1-3 years management experience.
  • Experience working within an incident command structure, including ICS 100, 200, 300, 400 and 700 training.
  • Strong customer service, interpersonal and human relations skills.
  • Excellent oral and written communication skills to include public speaking.
  • Ability to work independently and manage time and resources effectively, ability to establish rapport and interact effectively with diverse populations.



  • Knowledge and ability to use analytical, problem-solving and organizational skills with the ability to work creatively and independently and as a team member.
  • Direct experience with networking technologies and protocols (copper/fiber cabling, Ethernet, TCP/IP, VPN's, etc), Windows server and active Directory environments, Server hardware (Dell, HP, etc.), and video surveillance systems (commercial grade equipment Milestone, Pelco, etc.).
  • Direct experience and skill in supporting server and desktop based applications and systems.
  • Experience managing a large Window desktop deployment.
  • Working knowledge of Window based client-server application.


  • Broad knowledge of public safety-related technology and systems including 9-1-1 services, trunked radio systems, computer aided dispatch, records management, evidence management, surveillance cameras, and body worn cameras
  • Knowledge and experience in the physical and network security requirements for access to NCIC.
  • Experience using desktop software such as Microsoft Office, MS Project, Visio, etc.
  • Working knowledge of trunk based radio communication systems.
  • Working knowledge of analog/digital video surveillance systems.
